Imani Development has designed an innovative and bespoke Compliance Mechanism for SADC which was recently approved and adopted at the 40th Annual SADC Summit. In relation to this and leveraging on learnings and research done in the process of designing it, Chad Capon and Dr. Charalambides have written a working paper on the importance of compliance for the AfCFTA. This paper reviews the experience with compliance, primarily on the African continent, provides some insights into what works, what doesn’t, and what this might mean for the AfCFTA. Our assessment suggests that without some key changes and the active collaboration of its eight RECs in the area of compliance, the AfCFTA risks being an agreement “on paper only”.
